Unlock If Necessary

If the little lock in the lower-left is in a locked position, rather than open (which grays out a bunch of the buttons, such as the one needed to add a new user), click it to unlock.

Don't lose your child's password... They'll throw a fit!

Personally, I think I'd want to disable their ability to change their password... Or else they can lock you out, and/or forget that new password themselves, which could make your life most unpleasant for a little while.

Disable Changing Password

Note that this one is NOT checked off by default, so you need to go check it off if you don't want your child to change their own password. I'm no good with that whole parenting thing, so I have no clue if it's better to give them the trust and responsibility, or if it's better to maintain that control. This is why I have only four-legged children who lack opposable thumbs.

Parental Controls

Look at all those things you can control! Look around and throw some reins on that account! Of course, as your kids get older and more tech savvy, they'll probably wind up unlocking their account and controlling YOUR account, so enjoy this technical superiority while it lasts!

Web Controls

Here's the big one... You can allow everything, let Apple filter out adult content as much as it can (while using that "Customize" button to white/black-list specific sites you do or do not want your child visiting), or go full on hard-core and only allow sites that you've specifically allowed in this list.
